No. The addon installs per user from the Workspace Marketplace. Most Workspace policies allow individual install without admin involvement.
Built-in recording requires a paid Workspace plan and host permissions, and saves to Drive. RecordMeeting works on any account, any participant can use it, and recordings save to your private workspace.
In your private RecordMeeting workspace at recordmeeting.com, not in Google Drive. You can export to Drive manually if you want.
No. The Workspace addon covers Google Meet on its own. The Chrome extension adds support for Zoom and Microsoft Teams as well.
